Introduction

The African continent is urbanizing fast. Until the 1980s, and despite high growth rates, there were few African cities featured in lists of global metropolises. Johannesburg, Cairo, Lagos and Kinshasa and a handful of other African capitals counted more than a million inhabitants. This situation is now drastically changing with national urbanization rates exceeding 50 per cent and growth rates that are unequalled elsewhere in the world. Demographic predictions for the ten largest cities in the world by the end of the twenty-first century include five African cities, with Lagos, Kinshasa and Dar es Salaam in the top three, with over a 70 million inhabitants each.

The contemporary growth of the African city takes place with little professional planning and is often qualified as ‘spontaneous’ or ‘informal’. Basic infrastructure, such as access to drinking water, metalled roads, electricity, municipal garbage collection and drainage, are often absent in these growth areas, which are consequently labelled as ‘slums’ according to UN Habitat criteria. Yet, this disqualification of the larger parts of African cities does not give credit to the way these ‘informal settlements’ have been planned, organized and operate. These areas are home to citizens of all strata of society, who manage their lives, education, work and leisure, frequently to reasonable standards.

The same applies to the building stock that makes up the growth zones in African cities. Much of it eludes professional planning and design, but that does not mean that the houses, schools, offices and workshops are necessarily of inferior quality in terms of functionality, sanitation, security or aesthetics. It is estimated that no less than 70 per cent of the building stock in African cities has been erected without or with only marginal professional design or planning input.

There is, of course, a ‘formal’ or ‘planned’ component to the African city as well, in line with what is practiced in Europe and elsewhere. Yet, the borders between planned and unplanned, between formal and informal are blurred, making these divisions untenable. Fully planned and designed city components, from individual residences to large-scale housing schemes and commercial complexes, can be found in every African city.

However, rapid urbanization in African cities threatens historical areas of many cities. Many African cities have a past that reaches as far back as antiquity, such as the cities of Egypt, or, like Yoruba and Ashante cities, the cities along the Niger river or on the Swahili coast, to the Middle Ages. Cities established in more recent times, in the sixteenth to nineteenth century, such as Cape Town Zanzibar, Dakar, Maputo, Casablanca or Addis Ababa, have retained a rich cultural heritage. Cities that were planned in modern times, such as Asmara and Bujumbura, display a wealth of modernist architecture, which also deserve protection.
