February 22 has been declared Nile Day by the countries that share the Nile River Basin. Nile Day commemorates the signing of the 1999 agreement, called the Nile Basin Initiative, to cooperatively manage the river basin. In correspondence with this day, the ‘Africa 2020’ workshop "The Nile: Inclusion and Exclusion over a Trans-boundary Resource (water and land acquisition)", took place on 20 and 21 February. To mark this occasion, ASCL visiting PhD student and workshop co-organizer Abeer Abazeed and Germa Seuren of the ASCL Library, compiled this web dossier.

The dossier includes titles from the ASCL Library collection, the broader Leiden University Library collection, and the library of IHE Delft Institute for Water Education. The titles are linked to the online catalogue and include subject headings, abstracts, and links to full text, where available. The dossier is introduced by Abeer Abazeed, and concludes with a selection of links to relevant websites.

Introduction

The Nile is the longest river in the African continent and flows through 11 countries. Only Sudan and Egypt are located in the river’s downstream, while nine countries are in the upper stream (Ethiopia, Eritrea, South Sudan, Uganda, Kenya, Tanzania, Rwanda, Burundi, and Congo DRC). The Nile has two main tributaries: The Blue Nile whose source is in Ethiopia and the White Nile, which originates in Lake Victoria.

The Nile Basin Water Resources Atlas (2016) stated that, in 2012, more than 40 per cent of Africa’s population lived in the Nile basin countries. This encompasses hugely diverse communities that rely on the Nile’s resources (drinking water, irrigation, energy). Given current development aspirations, the distribution and allocation of Nile water are critical not only among the basin countries but, crucially, between economic sectors and communities.

The workshop ‘The Nile: Inclusion and Exclusion over a Trans-boundary Resource (Water and Land Acquisition)’ will discuss the dilemma of water distribution and its role in meeting people’s basic needs and countries’ development.

The library collections of the ASCL and Leiden University are useful in terms of revealing the connected dimensions and layers of governing the Nile waters at the basin, national, and local levels. Moreover, tackling water- and land grabbing requires an investigation of the relations between people and water through the lenses of history, traditions, religion, rituals, colonialism, and livelihoods. 

At the same time, Leiden University is an important centre for the disciplines of Egyptology and history and its libraries have many manuscripts that narrate the Nile from the perspectives of archaeology and ancient history.

With this in mind, this web dossier emphasizes the Nile in  modern/current history and how this influences its governance and the distribution of its waters. Researchers can explore the Nile from social and political perspectives, facilitated by books and documents about, among others, the engagement of pastoralists, farmers, or women in water resources management in addition to the role of governments and donor agencies. The collections also contain books published by universities and research centres in the Nile countries that are rarely found online. 

The dossier also includes sources related to water management and its social and political impacts, in particular a list of relevant books available at IHE-Delft. A number of these books analyse the hydrology of the Nile; others focus on the environmental and political factors affecting this great river.

The web dossier includes seven key categories: 1) dams; 2) lakes; 3) legal perspective; 4) Nile management; 5) transnational politics; and 6) Nile History. As mentioned, this is complemented by a section from the IHE library collection. 

The dossier also contains links to the ASCL and Leiden libraries’ collections of media resources that include audio-visual materials about the Nile. In addition, it includes links to the websites of  regional Nile organizations and the other online resources related to Nile affairs.

The Nile Basin Initiative (NBI) is an intergovernmental partnership of 10 Nile Basin countries, namely Burundi, DR Congo, Egypt, Ethiopia, Kenya, Rwanda, South Sudan, The Sudan, Tanzania and Uganda. Eritrea participates as an observer. Their website includes information on their activities, and links to information resources, publications, maps, and infographics.
