HIV/AIDS in Africa

book cover AIDS in the twenty-first centuryWorld AIDS Day on December 1 has adopted the slogan  'Live and let live', the theme of the World AIDS Campaign 2002-2003. The campaign focuses on eliminating stigma and discrimination, the major obstacles to effective HIV/AIDS prevention and care. The Library, Documentation and Information Department of the African Studies Centre has compiled  this web dossier on HIV/AIDS in Africa to coincide with World AIDS Day 2003.

The dossier contains a selection of titles from the library's online catalogue, as well as selected web links on HIV/AIDS in Africa. It covers monographs, articles and chapters from edited works published in the last five years (1999-2003), which are arranged in three sections: Africa (general), South Africa, and Other African countries. Within each section, titles are arranged by year of publication and, within each year, alphabetically by title. Each title links directly with the corresponding record in the online catalogue, which provides a more detailed description of all the titles as well as abstracts of articles and edited works.

Introduction 

No other region in the world has been as hard hit by HIV/AIDS as Sub-Saharan Africa, which is home to nearly three-quarters of the people living with HIV/AIDS in the world today. The epidemic began to spread in the late 1970s and early 1980s, starting in a band from West Africa across to the Indian Ocean, before moving to the southern countries, where its prevalence is now highest.

At the end of 2002, there were more than 29 million people in Sub-Saharan Africa living with HIV/AIDS. Nearly 10 million of them were young people between the ages of 15 and 24. Almost three million were children under the age of 15. South Africa, with five million,  has the most cases in the world, while Botswana, Lesotho, Swaziland and Zimbabwe, with figures exceeding 25 per cent, have the highest percentage of people who are HIV positive.

AIDS is now the leading cause of death in Africa, having overtaken malaria as the continent's main killer. The UN estimates that more than 20 million people have now died of AIDS, the majority of them in Africa. In 2002, AIDS killed about 2.4 million adults in Sub-Saharan Africa and the death toll is expected to continue to rise, with the worst still to come during the next decade.

Many countries are beginning to improve their preventative efforts, but the current prevalence of the disease means that even an extremely successful campaign will only gradually reduce the death rate.  At the 2001 Special Session on HIV/AIDS of the United Nations General Assembly, 189 member states adopted the Declaration of Commitment on HIV/AIDS, reflecting global consensus for a comprehensive framework for effective action to achieve the Millennium Development Goal of halting and beginning to reverse the epidemic by 2015.

Currently, five to six million people infected with HIV in the developing world need access to antiretroviral (ARV) drugs to survive. Only 300,000 are receiving them at present. To address this emergency,  the WHO, together with UNAIDS and other partners, has launched the '3 by 5 Initiative', aimed at getting three million people on ARVs by the end of 2005. The recent fall in the cost of antiretroviral drugs has been a major factor in the South African government's change of strategy. The country has long been accused of not doing enough to fight the disease despite having the largest number of HIV/AIDS cases in the world. But on 19 November 2003, the South African government decided to provide free ARVs in public hospitals and clinics and to establish a network of centres for the distribution of ARVs.
