Abstract

After constructing a working definition of constitutional preambles, the authors examine the variations in form and content of the preambles of independence or post-independence constitutions of five francophone states in Black Africa; Niger (1960) Cameroon (1972), Senegal (1960), Mali (1974), Zaire (1964 and 1978). The conclusion examines the relation of the preambles to the social, economic and political reality in which they function. - Notes, ref., tab.
