Abstract

Participation in local development has been one emphasis of decentralisation policy in Tanzania. With this policy, it is believed that the government sees the involvement of the people as a means and an important strategy for local development. However, since the independence of Tanzania in 1961 to the early 1990s little has been achieved. The latest effort to enhance participation is the implementation of a policy on local government reform in 2000. Based on the findings from the six cases, one could argue that the local government reform does not have a positive effect on participation or on local development.
